The National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor’s Office exposed and stopped the activities of a criminal organization at the Volyn customs office of the State Customs Service. Its members ensured the illegal minimization of customs payments under the so-called “black” and “gray” import schemes.

“Under the procedural guidance of SAP prosecutors, NABU detectives exposed and stopped the activities of a criminal organization at the Volyn customs office, whose members ensured the illegal minimization of customs payments in the customs area, thereby causing losses to the state in the amount of over UAH 475 million”– informs SAP.
According to NABU, the organizer of the criminal group was detained in accordance with Article 208 of the Criminal Code of Ukraine. In addition to him, four other individuals and five officials of the Volyn customs office were informed of the suspicion.
According to “Word and Deed”, the head of the criminal organization is a former employee of the Security Service of Ukraine.
As the investigation established, during the period of the crime, its participants, under the leadership of a former law enforcement officer, in collusion with Volyn Customs officials, carried out the illegal movement of highly liquid goods (mobile phones, computer equipment, clothes of well-known manufacturers, etc.) through the international checkpoint “Yagodin”.
The scheme consisted of disguising imported valuable goods with so-called “cover goods” of significantly lower value. Officials of the Volyn customs office, in particular, ensured the customs clearance of goods without proper completion of customs formalities, drew up forged acts on conducting customs inspections, entered false information into the automated customs clearance system “Inspector” and deliberately did not take actions to stop the criminal scheme.
Constructive cooperation with the Central Anti-Corruption Bureau of Poland contributed to the disclosure of the criminal scheme and the effectiveness of the NABU and SAP investigation.
We will remind, within the scope of this case, a number of equipment was seized, which was handed over to the needs of the Armed Forces of Ukraine. In 2019, NABU and SAP conducted a search at the customs checkpoint “Yagodin”.
