Biden called on world leaders to reaffirm their commitment to the nuclear nonproliferation regime through diplomacy.
“Regardless of what else is going on in the world, the United States is ready to take critical arms control measures. A nuclear war cannot be won and never waged. The five permanent members of the Security Council reaffirmed that commitment in January. But today we are seeing disturbing trends,” Biden said.
He noted that Russia began to threaten the use of nuclear weapons.
“President Putin openly threatened Europe with nuclear weapons and recklessly disregarded the obligations of the non-proliferation regime,” Biden said.
The US President mentioned China’s nuclear buildup, threats from North Korea and Iran.
He said that the nuclear non-proliferation regime is one of the biggest successes of the UN.
“We can’t let the world roll back,” Biden said, adding that he believes diplomacy is the best way to get things done.
