Patriarch Kirill and one of the most influential people in the Russian Orthodox Church, Metropolitan Tikhon (Shevkunov), blocked work on the law on combating domestic violence, which was supposed to be submitted to the State Duma at the end of 2019. The decision to reject the draft law was made after the patriarch made a personal appeal to the president.

The Patriarchate has openly opposed the bill before. Commenting on the draft law on domestic violence, Patriarch Kirill said that the term “domestic violence” was borrowed from abroad. He assumed that the adoption of such laws in foreign countries creates “dependence on these foreign innovations” in the minds of Russian legislators.

“The state of the family is its personal responsibility,” stated Kirill in one of his sermons. into the family space of strangers”.

The ROC received the draft law so negatively because it breaks the centuries-old structure. “The male state does not want to lose its power and its levers of pressure on women,” presenting domestic violence as a “traditional value,” experts of the publication believe.
