Patriarch Kirill and one of the most influential people in the Russian Orthodox Church, Metropolitan Tikhon (Shevkunov), blocked work on the law on combating domestic violence, which was supposed to be submitted to the State Duma at the end of 2019. The decision to reject the draft law was made after the patriarch made a personal appeal to the president.

Commenting on the draft law on domestic violence, Patriarch Kirill said that the term “domestic violence” was borrowed from abroad. He assumed that the adoption of such laws in foreign countries creates “dependence on these foreign innovations” in the minds of Russian legislators.
