The Ministry of Finance has already determined what the macroeconomic indicators and social standards will be next year.
The main problem is a deep deficit, which can only be covered thanks to international support, and there are no guarantees of such support at the moment, writes OBOZREVATEL.

From the number of the population, it is possible to calculate expenses for the social sphere, medicine, education, the load on the infrastructure, the amount of taxes received, etc.
However, it is extremely difficult to get accurate numbers before the end of a full-scale war.
GDP growth of 5-7.5% is expected over the next three years.
How prices will increase:
- inflation in 2024 – 10.8%
- 2025 – 7%
- 2026 – 5.8%
The average salary next year, according to the calculations of the Ministry of Finance, will be UAH 21,852, in 2025 – UAH 25,645, and in 2026 – UAH 29,625.
The minimum wage will also increase. Next year, it will be increased in January from UAH 6,700 to UAH 7,100 and in July to UAH 8,000.
In 2025, the minimum wage will be UAH 8,370, and in 2026, it will be UAH 8,956.
They will also review the living wage.
The minimum pension will increase:
- in 2024 from UAH 2,093 to UAH 2,361;
- in 2025 – up to UAH 2,573;
- in 2026 – up to UAH 2,774.
The guaranteed payment will also increase for those Ukrainian pensioners who have fulfilled the requirements for seniority and have reached their 65th birthday. By law, they must receive at least:
- UAH 2,680 – 2023;
- UAH 2840 – from January to July 2024;
- UAH 3,200 – from July 2024 to January 2025;
- UAH 3,348 – 2025;
- UAH 3,582 – 2026.
As a result of the increase in the minimum wage, the single social contribution will change as follows:
- UAH 1562 – from January to July 2024;
- UAH 1,760 – from July 2024 to January 2025;
- UAH 1841 – 2025;
- UAH 1,970 – 2026.
UAH 1.6 trillion must be found for defense and security this year, and next year’s budget will not be smaller.
Lyudmila Cherenko, economist, social economy expert and senior researcher at the Institute of Demography and Social Research at the National Academy of Sciences of Ukraine, says: considering the document, for the first half of 2024 the government actually plans to freeze the current situation.
However, a significant increase in income is expected in July next year.
And although the military needs an increase in the budget, even the current amount can be paid with great difficulty.
