Kharkiv Mayor Ihor Terekhov announced this today, September 22, on the air of the national telethon.

He noted that many settlements in the region, which were temporarily under occupation, are not ready for the onset of cold weather.

“There is no electricity and no water, so connecting heat is impossible. In Kupyansk, Izyum, Balaklia and other settlements, many residential buildings have been destroyed, and people simply have nowhere to live. Of course, we provide them with help, we place them in dormitories so that they can spend the winter in more or less normal conditions,” Ihor Terekhov said.

According to him, the victims are also provided with the necessary psychological assistance.

“Many people are depressed, in a state of shock, because they experienced real horror. But experts are gradually bringing them out of this state,” said the mayor of Kharkiv.
