Russia at the UN – a diplomat told how to freeze the country’s powers

Diplomat, former permanent representative of Ukraine at the UN Volodymyr Yelchenko said that after the meeting of the North Korean and Russian dictators, a new argument appeared for freezing Russia’s powers at the UN.

On air telethon the diplomat noted that the political path of Russia’s exclusion from the UN for violating the United Nations charter requires political will, which currently does not exist. Another way, purely legal, is to “question Russia’s status as a successor of the so-called USSR, and simply throw it out of the UN for not joining this organization in accordance with the procedures prescribed in the charter.” But it is necessary to start the process with non-recognition of the powers of the Russian delegation.

“It is necessary to start with freezing the powers of the Russian delegation. For this purpose, there is a committee on the powers of the UN General Assembly. I think that if appropriate draft decisions are introduced in time, working with our partners, and not only allies, then it would be possible to achieve a majority. The fact is that in this committee there is no right of veto, it makes decisions by a simple majority, there are only nine members. The membership changes every year. In this way, it will be possible to raise the question of non-recognition of the powers of the Russian Federation. This was the case with apartheid South Africa for many years,”- emphasized Yelchenko.

The ex-post ambassador to the UN drew attention to a new argument for freezing Russia’s powers in the UN, which appeared after the recent visit of the leader of North Korea to the Russian Federation.

“The most recent information, not much is known and talked about yet. And it does not matter whether it is about the purchase of weapons from Korea to Russia or vice versa. Both of these are violations of the sanctions regime. That is, one can ask from this side the question of freezing the powers of Russia, due to the fact that it does not implements the sanctions regime, which, by the way, she herself voted for in 2009,” Yelchenko emphasized.

Exclusion of Russia from the UN

As UNIAN reported, Ukraine initiated the process of excluding Russia from the UN Security Council and the United Nations in general as early as December 2022.

It is known that now the UN Security Council includes five permanent members, in particular, China, Russia, the USA, Great Britain and France, as well as 10 non-permanent members who are elected for a two-year term. The Russian Federation constantly abuses the right of veto.

According to American media, US President Joe Biden may propose expanding the UN Security Council at the UN General Assembly as a way to counter Russia and China.

The speech of the American president is expected on September 19. Also, for the first time since the beginning of the full-scale war, Ukrainian President Volodymyr Zelenskyi will speak in person.

The other day, a meeting between two dictators, Russian Vladimir Putin and North Korean Kim Jong-un, took place in the Russian Federation, which caused a wide resonance in the world due to the fact that they may agree on large-scale deliveries of Korean weapons to Russia for the war in Ukraine.
