At the same time, the oligarch himself denies that he was offering a “service for a service.”

Rostyslav Shurma, the deputy head of the Office of the President of Ukraine, said the government would consider Friedman’s proposal only as part of a broader structure that could include a fund to help Ukraine. It is important that an agreement on the lifting of sanctions will be considered only after the end of the war.
