Under the procedural guidance of the Prosecutor General’s Office, the pre-trial investigation was completed and the indictment was sent to the court in the criminal proceedings against the former President of Ukraine and the head of the Government.
They are accused of treason (Part 2 of Article 28, Part 1 of Article 111 of the Criminal Code of Ukraine).
The investigation established that the ex-president of Ukraine, in violation of the requirements of the Constitution and the Law of Ukraine “On International Treaties of Ukraine”, on April 21, 2010 in the city of Kharkiv signed an Agreement on behalf of Ukraine, which extended the term of stay of the Black Sea Fleet of the Russian Federation on the territory of Ukraine for 25 years – AR Crimea and the city of Sevastopol.
The ex-head of the Government, in turn, in violation of the mentioned normative acts, on the same day signed the order on the approval by the Cabinet of Ministers of Ukraine of the so-called “Kharkiv Agreements” in favor of the Russian Federation.
The former leaders of the state artificially created prerequisites for increasing the number of Russian troops on the territory of Ukraine, their re-equipment and modernization, and in the future – the invasion of the armed forces of the Russian Federation and their occupation of Crimea and the city of Sevastopol.
The occupation of the peninsula enabled the Russian Federation to increase the personnel and military equipment of the Armed Forces of the Russian Federation during the period 2014-2022, as well as to create new military units and units of the Armed Forces of the Russian Federation. They were used by the aggressor state for a full-scale military invasion on the territory of Ukraine on February 24, 2022.
In connection with the hiding of the accused in the territory of the aggressor state, the pre-trial investigation was carried out by the SBI under a special procedure (in absentia).
