On September 15, the Cabinet of Ministers registered the draft law in the Verkhovna Rada № 10000 “On the State Budget of Ukraine for 2024”.

The main budget priority in 2024 is security and defense.
Funds for defense will amount to UAH 1,692.6 billion, which is 21.6% of GDP.
Expenditures for the defense-industrial complex are also planned – in the amount of UAH 55.8 billion, namely for the production of weapons in Ukraine.
Expenditures for the support of veterans are also increasing: UAH 13.6 billion is provided for the implementation of the veteran policy, which is 2 times more than what was laid down in 2023.
The support will be through all types of rehabilitation and professional adaptation — UAH 2.6 billion (5 times more than in 2023), the implementation of the veteran’s assistant institute — UAH 3.8 billion, and housing provision — UAH 5.78 billion.
Also, from January 1, 2024, the subsistence minimum per person per month should become 2,920 hryvnias, for those able to work – 3,028 hryvnias, for people who have lost their ability to work – 2,361 hryvnias. From January 1, 2024, the minimum wage must be 7,100 hryvnias, from April 1 – 8 thousand hryvnias
The budget deficit was set at the level of UAH 1.6 trillion, which is about 20.4% of the projected GDP.
The government will finance the budget deficit through the placement of domestic state loan bonds (for UAH 421.6 billion) and external borrowing (UAH 1.77 trillion).
In total, in 2024, Ukraine will need almost $43 billion in external financing (grants and loans).
