From October 1, taxi drivers may be subject to fines for violating tax legislation.

Drivers who provide passenger transportation services and accept cash and electronic means of payment must issue checks as early as October.

As reported press office of the State Tax Service of Ukraine, this rule came into force in accordance with paragraphs 1, 2 Art. 3 of the Law “On the application of RRO (registrar of settlement operations – UNIAN) in the field of trade, catering and services”.

“From October 1 to economic entities, including natural persons – entrepreneurs – payers of the single tax of the second – fourth groups, who provide taxi services and accept cash and/or electronic means of payment for payment without conducting such operations through the PRO and/ or PRRO, fine (financial) sanctions may be applied for violating the requirements of the law,” the message says.

It is noted that innovation applies to taxi drivers who:

  • Are not taxpayers of the first group;
  • Make payments in the car salon in cash or accept payment cards;
  • Not included in the list approved by the Cabinet of Ministers Resolution No. 1336 of August 23, 2020 (entrepreneurs who are exempted from the RRO – UNIAN).

On July 13, 2023, the Rada unblocked the law on the return of taxes to the pre-war level. As of August 1, people’s deputies returned the pre-war taxation of Ukrainian entrepreneurs, canceling the tax benefits that were introduced at the beginning of the full-scale invasion.

The law was supposed to cancel the preferential rate of the single tax at the level of 2%, as well as cancel the moratorium on inspections for risky business categories: manufacturers of excise goods, financial service providers and gambling businesses. Cancellation of preferential taxation and return of inspections was one of the requirements of the International Monetary Fund to Ukraine.

However, as People’s Deputy Yaroslav Zhelezniak reported, total inspections of businesses will not be renewed from October 1, and the rule on canceling inspections was excluded from the final draft law. Instead, the deputies proposed to return checks for absolutely all categories of entrepreneurs. This bill has not yet been voted on.

On October 6, it became known that the tax service monitors sales through Instagram and Facebook, Internet sites, and also tracks citizens and businesses that violate tax legislation. In this way, tax officials receive information about Ukrainians who carry out business activities without state registration, and businesses that unofficially accept payments.
