The government changed the mechanism for paying subsidies and benefits during wartime News of Kharkiv and Ukraine

In order to solve the most urgent issues regarding the provision of subsidies in the conditions of the beginning of the new heating period, the Ministry of Social Policy initiated changes to the Regulation on the procedure for providing housing subsidies. This is reported in the department.

Currently, the Government of Ukraine has adopted a resolution “On the provision of housing subsidies and benefits for the payment of housing and communal services, the purchase of solid and liquid household fuel and liquefied gas by the Pension Fund of Ukraine.” The corresponding decision provides for the transfer of the functions of appointment, calculation and payment of housing subsidies and benefits for the payment of communal services from the social protection authorities of the population to the bodies of the Pension Fund of Ukraine, which work according to the extraterritorial principle. From October 1, the Pension Fund will pay subsidies and benefits appointed by the social protection authorities. And already from December 1, the Fund will appoint and pay subsidies and benefits independently.

In the conditions of martial law, the extraterritorial principle of providing these types of social support will allow:

  • to ensure people’s right to help from the state under any circumstances, which is important in wartime conditions, when some people were forced to change their place of residence;
  • to centrally store citizens’ data, necessary for the assignment and calculation of housing subsidies and benefits, so as not to lose them in the conditions of the occupation of certain territories, as well as to promptly correct them if necessary;
  • to automate and speed up the processes of appointment, calculation and payment of housing subsidies and benefits;
  • to centralize the financing of payments, which will allow to optimize and speed up the time of passage of funds.

Also, taking into account the large-scale movement of people in our country, it is suggested not to take into account the average monthly total income of citizens when calculating the housing subsidy:

  • accommodation assistance for internally displaced persons;
  • compensation to cover the expenses incurred, related to the accommodation of internally displaced persons under the “Shelter” program.

The project also extends the procedure for calculating the housing subsidy for the payment of electricity to households that, as a result of the armed aggression of the Russian Federation against Ukraine, were left without a centralized supply of thermal energy and/or the supply of natural gas and use household electrical appliances for heating residential premises, to all territories located in the area of ​​the project hostilities or under temporary occupation.

In addition, it is proposed to review the criteria for granting housing subsidies to persons receiving partial unemployment benefits, as well as to people who lost their jobs during martial law, providing for the possibility of assigning a subsidy taking into account the actual income received in the amount of unemployment benefits.

Citizens will continue to receive payments to their bank account or through the mail.
