The Minister of Education and Science Oksen Lisovyi supported the draft law, which proposes to limit the age of students who have a deferment from mobilization. According to the head of the Ministry of Education and Culture, education “in no case should be about imitation and loopholes.”

Instead, education, especially higher education, should be about informed choice and the process of acquisition. It is never too late to study, however, entering a university should not become a formality just to receive some advantages and bonuses.
The minister added that there is currently a tendency for people to use university admissions as a way to avoid mobilization. Thus, in 2022 there were 55 thousand more male students older than 25 years than in 2021. In particular, 33 thousand more at the master’s level.

In turn, such loopholes give rise to the phenomenon of fictitious learning, which generally has a negative effect on the quality of education. The draft law, which is currently registered in the Verkhovna Rada, aims to settle this issue.
Lisovyi also wrote that the right to education is guaranteed by the Constitution of Ukraine and all those who wish will continue to be able to exercise it.

At the same time, the Constitution states that the protection of Ukraine, its independence and territorial integrity is the duty of citizens. To look for loopholes for allegedly realizing one right and avoiding a duty is not about honesty and not about dignity.
We will remind, in the Verkhovna Rada on September 4 contributed draft law No. 9672, which proposes to limit the age of students with deferment from mobilization. In particular, we are talking about those who are already getting a second education.
According to the document, mobilization will not be subject to:
- students of professional (vocational-technical), professional pre-higher and higher education, who, according to full-time or dual form of education, acquire a level of education that is higher than the previously acquired one, if the education has been started not later than in the year of reaching the age of 30;
- doctoral students who study on a full-time or dual form of education.
In addition, the draft law envisages a postponement of mobilization for teaching staff of vocational pre-university education institutions. Currently, there are more than 4,000 of them.
The draft law was initiated by people’s deputies from the “Servant of the People” party Fedir Venislavskyi and Maryana Bezugla, as well as deputy of the “For the Future” group Iryna Konstankevich.
