Officials have shared information that the Pentagon wants to transfer a limited number of missiles to Ukraine to reduce concerns about excessive use of American stockpiles.
Previously, the USA had already received guarantees that Ukraine would not use the provided weapons for strikes on the territory of the Russian Federation. According to the WSJ, any ATACMS enforcement provisions would depend on such a promise.
