On October 7, 2022, the Verkhovna Rada of Ukraine adopted a law on amendments to Article 1 of the Law “On Military Duty and Military Service” (reg. No. 6482), which establishes the inclusion of women in certain professions on military registration at their request.

The law establishes that women who are fit for military service due to their health and age, and who have graduated from professional (vocational-technical), professional pre-university or higher education institutions and have obtained a medical or pharmaceutical specialty, are subject to being entered into the military register of conscripts .
Military registration is not the mobilization of women doctors. This is the implementation of the amendment to the Law and the generalization of data on the available reserve of medical specialists in the state.
1. What category of women should come to TCC and SP?
From October 1, all medical women, that is, doctors, nurses, dentists, midwives, pharmacists, aged 18 to 60, will be required to register for military service. The specialty is taken into account both by the diploma and by the actual place of work. Military registration of women in 2023 is regulated by Decree of the Ministry of Defense of Ukraine No. 35.

2. How to register for women?
The procedure of registration for military registration is carried out in the TCC.
Necessary documents:
β’ application for registration;
β’ passport or ID card;
β’ ID number;
β’ a document on obtaining a specialty/profession;
β’ work certificate indicating the specialty in which the woman works;
β’ children’s birth certificate/guardianship document;
β’ marriage certificate;
β’ 3×4 photo cards.
When a woman comes to the TCC to register for military service, a personal case is opened against her. Next, it should be sent to the medical commission, which will make a conclusion on fitness/unfitness for military service. The medical examination for conscripted women must be the same as for men: they must be examined by a surgeon, a therapist, a neurologist, a psychiatrist, an ophthalmologist, an otorhinolaryngologist, a dentist, and a dermatologist. The only difference is that women must also undergo an examination by a gynecologist.
3. What will be the responsibilities of women who will be registered
Women who are on the military register may be conscripted into military service or involved in work to ensure the defense of the state in wartime. Such women perform military duty on an equal footing with men. That is, the legislation does not distinguish between women and men conscripted into the military.
4. Pregnant women and mothers? Do you need to register for the military?
The law establishes that exceptions are pregnant women and those on maternity leave. According to Article 73 of the Schedule of Diseases in accordance with the Regulations on the Armed Forces of Ukraine, pregnant women are considered unfit for military service, regardless of the term and course of pregnancy.
Military servicewomen already called up during mobilization have the right to be released from service in connection with pregnancy (regardless of the course and duration) and in connection with being on parental leave until the child reaches the age of three, as well as if the child needs home care for the duration specified in the medical report, but no longer than until she reaches the age of six.
Medical mothers receive the right to a deferment if they raise children independently, have 3 or more minor children or raise a child with a disability, as well as if their husband serves in the Armed Forces.
To do this, you need to visit your TCC and JV and provide all supporting documents.
5. Do you need to go to the TCC and SP on your own?
Institutions of professional (vocational and technical), professional pre-university or higher education that train women in the medical or pharmaceutical specialty submit a list of such women to the district (city) territorial centers of recruitment and social support, in the territory of responsibility, two months before the end of training which they are located.
The specified lists are the basis for issuing a temporary conscript certificate for women (without determining the degree of their suitability for military duty and a note on registration) and entering information into the Unified State Register of conscripts, conscripts and reservists.
Issuance of temporary conscript certificates to the listed women who have obtained an education in a medical or pharmaceutical specialty is carried out by the district (city) territorial center of recruitment and social support, on the territory of which educational institutions are located. The validity period of such certificates is 30 days.
Women who have been issued temporary conscript certificates must, within seven days from the date of receipt of such certificates, come to the district (city) territorial center of recruitment and social support, on the territory of which their place of residence is declared/registered, to be registered for military registration.
Unemployed women arrive on their own at the appropriate district (city) territorial center of staffing and social support in order to register them as conscripts.
6. Responsibility for evading military registration
For violations of the rules of military accounting by conscripts during martial law, they may be fined from fifty to one hundred tax-free minimum incomes of citizens (from UAH 850 to UAH 1,700) (Article 210 of the Code of Ukraine on Administrative Offenses).
