The Center for Countering Disinformation warned about a Russian information and psychological operation regarding the evacuation of Ukrainians from large cities in the event of a blackout.

The disinformation campaign of the Russian Federation began with a link to The New York Times, according to the CPD page on the social network Facebook.

On November 5, the website published the material “Kyiv is preparing for a total evacuation in case of a power outage”, based on the comments of Roman Tkachuk, the head of the municipal security department of the KMDA.

It is noted that in the text itself there are no quotes from him mentioning plans for an organized and inevitable evacuation of 3 million Kyivans.

“The civil defense system must be ready for various options, but this does not mean that we are now preparing to conduct an evacuation,” Tkachuk noted.

The CPD says that the Russian mass media continued the campaign and invented a fake about the evacuation of Mykolaiv residents. It has already been refuted by the head of Mykolaiv OVA Vitaly Kim.

Blackout in Ukraine

Recently, the Russians have been aggressively attacking critical infrastructure facilities on the territory of Ukraine.

As a result of massive strikes in Ukraine, scheduled power cuts were introduced. In addition, a power deficit of 30% of consumption occurred in Kyiv and the region.

Mykhailo Podolyak, adviser to the head of the Office of the President of Ukraine, said that in this way Russia is trying to commit “energy genocide”.

The United States of America is discussing with its allies and partners the possibilities of helping Ukraine in the event of a blackout.
