According to Western officials, neither side can develop sufficient ground combat capabilities to influence the course of the war.
At a briefing on Friday, officials said both sides were facing manpower problems as nearly six months of conflict had resulted in severe attrition. These staffing problems are a contributing factor to the strategic impasse, they say.
Speaking of the pace of the Russian offensive in Donbas, officials said: “There was a real climax. We’re not at that climax anymore, the pace has slowed down.”
Officials said Russia is in “terrible times” now as it tries to rebuild its forces – for example, by merging battalion tactical groups.
They also spoke of a “looming problem” for Russia with an increasingly severe shortage of supplies, even of basic munitions.
“Ultimately, this will impair the ability of the Russians to launch an offensive,” they said.
